He has been replaced as secretary general of the Upper House by PC Mody, the former chairman of the Central Board of Direct Taxes.
Mody’s appointment is the first time an Indian Revenue Service (IRS) officer has been named Secretary General of the Rajya Sabha. Officers of the Indian Administrative Service (IAS) or senior parliament secretariat officers have typically held this role.
Utpal Kumar Singh, a former Uttarakhand cadre IAS officer, is the current Secretary General of the Lok Sabha.
“PC Mody, the former chairman of the CBDT, will be the Rajya Sabha’s new secretary general. The appointing authority, Rajya Sabha chairman M Venkaiah Naidu, issued the order of appointment to this effect,” a top official said.
Two senior Opposition figures, who did not want to be identified, expressed surprise at the shift in power.
